You are within your right to refuse bids from out of the U.S. if your auction specifically states such. You can cancel your auction for the same reason if the only bids are from other areas of the globe.

However, it is obvious that the bidders don't seem to care about the 220v vs 120V issue, so you may want to shoot an e-mail to the highest bidder regarding shipping costs abroad. Keep eBay in the loop on this one, as they can guide you on the best way to deal with this issue. Nevertheless, don't ship anything until you receive funds FIRST!
