I was pretty young, but what I remember about Eisenhower was that he spent most of his presidency talking about golf and playing golf and planning to play golf. Much, much later I learned that he did all of his presidential work as he did in the Army by staff appointment and direction. That's all behind the scenes. It makes everybody else busy as hell (or they're out of a job) and they all take the heat for whatever publicly happens, while the president spends his PUBLIC time looking presidential playing golf.
