At idle it bleeds off a little pressurized air from the outlet side of the compressor and dumps it into the inlet side of the compressor.
Opinions vary on what it does, it's my opinion that it was an early attempt to keep turbo RPM up at idle and reduce turbo-lag. Others feel it has to do with emissions & the trap-oxidizer.
