I have the original documentation from my (CA) car showing that it was brought back to the dealer for a cord to be installed on the block heater. So it wasn't a block heater install but rather a cord install.
I am unsure what the prerequesite was for a car to have a block heater installed when the car was made. But apparently none of them had cords.
