The steel ring makes no sense. The seal must expand radially outward to snap over the ring on the caliper. Even without the steel ring, you need three hands and the frustration factor is close to 9 on a scale of 10.
I don't see how it would be possible to get the boot to expand with the steel ring in place. Is the ring removable........maybe it's for another purpose?
