Dog Barking Solutions?

Anyone know of ways to make your dogs stop barking at any moving object they see? There is a new law in California (of course ) that states: if your dog barks too much, you get fined. Not a bad law for people dogs that don't stop barking... Unfortunately, those are my dogs.....

I tell them no when they start barking and they stop, and as soon as I go back in the house they go crazy again. It's getting to the point where I just want to tie them up, although I never would. Any suggestions?

Also, they're marking everything in the house which SUCKS and smells.... Does anyone know how to make them stop doing this? The dogs I have are:

Dexter (full bread German Shepard) 1 year old
Ein (full bread Pembroke Welsh Corgi) 1 year old
Max (Maltese Mix) 1 year old
