I don't pretend to know what happened or why. It would simply be guessing. He did bring it up and pay the taxes though, so I suppose he has no issue with the IRS.
Did he simply misunderstand or intend to avoid paying taxes? I don't know. Truth is most folks don't really care. Cheating a little on taxes is percieved by most folks about as serious as speeding a little. Not a blip on the radar screen.
BTW, I once got a letter from the IRS for a check paid to me for fees or rent, I don't remember which. I had lost the form for it. I don't remember the details. They notified me like three years later and IIRC I had to pay the tax, a late penalty and interest.
I am sure late fees and interest were paid by Daschle as well.
Who cares?
It doesn't much compare to taking bribes or defrauding stockholders.
