IF I understand correctly, you try to find the problem between Fuel Pump relay (N16) and CIS-E control unit(N3).
I'm not expert on CIS-E control unit (any experts out there feel free to correct me) but from my book (M103 engine (US)) this is what I found...
TD signal is rpm signal. Measuring volts on plug of control unit (N3) terminal 25 (green/yellow line) (engine start. Voltage should between 6 to 12 volt.
TF signal...No idea but If you mean TF terminal on Fuel pump relay (Jack 2)
This is what I found,
Test voltage on fuel pump relay, jack 12 (terminal 50) and jack 2 (Terminal TF) to ground, engine start.
Voltage jack 12 min 10 V
Voltage jack2 = 3-5 volts at 10 kohms, simulated. (This I never do it but book said done by simulate 10 Kohm w/ ohm decade (part # 124 589 09 63 000) on coolant temp sensor.
