If you had the shutoff valve removed sixto is right. It is almost the only thing it could be. Something messed up in there. Symptom is exactly the same if valve installed wrong. I would not start the engine until carefully checked. Without a positive way to quickly shut it down. Could cost you the engine perhaps.
