The hill people of Afghanistan and Pakistan are tough as nails and about as smart. Their entire lives require a great deal of scampering about hills; much, much more than the average American.

I don't see any easy answers, and bankrupting ourselves in the process of creating more enemies certainly doesn't look like a good one. Unless you want to make OBL look like a prophet.
