The contractors are paid by the tire companies, repair shops, fix-a-flat manufacturers, and roadside service agencies to leave nails and screws on the roads. That way, the tire companies will always make money selling replacement tires, as will the repair shops who sell new tires and make a profit from repairing damaged tires, so will the O'Reilly where you get that can of fix-a-flat to limp to the repair shop, and the roadside service agencies who'll replace your flat for a slight charge.
