The blade is just stuck. This happened to my 202. I took some graphite lock lube (spray can) and put a few drops on the protruding shaft, waited an hour and then tried it and it worked its way free. I think the culprit is the use of deicer spray which then leaks down and de-lubricates the shaft. It should be lubed from the inside but darn if I know how to do it.
