I haven't seen this, but Moore's movies aren't political attacks on one person.
It depends on what is considered a campaign ad. Just because it's 90 minutes instead of 30 seconds is doesn't make it not an ad.
In reading the article, I must say the filmmaker's arguments don't make a lot of sense. A campaign ad doesn't have to contain the words, 'don't vote for' so and so.
