It's not going to change there. Unless the government was toppled. Even then it wouldn't change. BTW, if you didn't know, the as-Saoud clan and the al-Wahhab clan have practically merged over the last 300 years.
As the French used to say: Le sabre et le goupillon (the sabre and the big holy water sprinkler the bishops carry, i.e. the church and the king). When you put religion (especially Sunni Islam) and political power together in bed, that's what happens.
The main reason Iranian women are more able to live a more Westernized life is that Iran is a Shi'a Islam country, and actually closer, many say, to the original Islam (boy is that a topic for debate over there! It's partly why Iraq fought Iran in the 1980s). Even so the powers that be in Iran are also not not going to let Teheran turn into Vegas.
