It is a variable-displacement compressor with a mechanical control. You must evacuate the system to access the control valve, if that is the problem.

More likely you are low on refrigerant or there is a restriction in the system (or both). There is a TSB on the dryer, and if yours is original it is likely restricted. Do you hear a hissing sound coming from the center vents when the compressor runs?
