If owners understand that they are legally liable, and homeowners' insurance rates vary based upon dog breed, whether the property has sufficient fences, warnings protections etc to prevent attacks against non-trespassers, then the dog owners will pay attention, because it costs them money and or jail time, plus the potential death of their doggy.

It's called: be responsible for real, or pay the price.

But then, if you own a handgun, in my opinion, you should have gone through a city/county/state-sponsored course explaining that you understand your responsibilities regarding, use, transport, discharge, and securing same. And you sign a paper saying you understand your responsibilities. Then you pay the price if it's your fault. No whining.

Ditto if you own a dog, a goat, a hippo, a cheetah, a velociraptor, whatever.
