Leveling system is designed to compensate for extra weight in the rear.

If your car sags w/o having any extra weight? Then the rear springs are the real problem.

You should be able to make the system compensate for the rear sag by shortening the leveling rod at the rear anti-sway bar.

Of course that puts extra stress on the leveling system.
