my nieghbor has a 1990 300CE with a smog problem, its has been tagged as a gross polluter and he has to get it fixed. the car only has 90K miles on it so it still has a lot of life left.

the catalytic converter has been replaced many times.

his mechanic said it could be a bad ALDA or something to that point, it wasn't really made clear. any help would be much appreciated.
