From IRS 2006 statistics.
Returns filed = 106,658,744
95% would equal 101,325,835 returns.
The "top 5%" would mean the highest 5,332,939 filers.
The number of returns filed with AGI over $200,000 was 3,116,220.
The top 5%, therefore, would extend to about 2.2 million taxpayers having AGI less than $200,000.
Just going strictly by the numbers.
