Yeah, shadetree may be right. My tripmeter started hanging up at 9.9 or 29.9 or similar .9 reading because the gear was slipping on the brass pin inside the speedo... Look at the DIY article at Dieselgiant I think, it was helpful to me. You just have to be careful and patient when doing that kind of work. I did it the hard way disassembling the whole thing, but I would try shadetree's easy fix first.
