Not quite sure why you can't get to it... although it probably would require an stubby extension of just the right length. You don't need to touch the belts to get the fan off, btw.

You can unplug the GP relay to prevent starting. Assuming it's not warmed up or anything.

However, I don't think you can get the cam lobes exactly where you want them to be by just bumping the starter.

Another alternative is using the power steering bolt to turn (might need to tighten the belt). However, this can result in the steering pulley being impossible to remove, if you ever plan on doing so.
