If Hattie's selling something to be picked up locally by the buyer (e.g., the unwanted cap from his new-to-him truck), then it makes perfectly good sense for him to take the payment in cash rather than through PayPal.

If he doesn't have a practical need to link his PayPal account to a bank account - and I suspect that Hattie doesn't perceive such a need - then more power to him!
