I think Cashman is every bit as smart as Theo is but doesn't have the free reign and ability to pull the trigger as he sees fit without the Steinbrenner family's blessing. Hank is picking up where George left off, willing to pay anything and everything to get the big FA signings. Whether they fit in or not. When they were winning WS rings in the last millenium Cashman was making the personnel decisions.
While it is 1A and 1B when it comes to payroll, the Sox do seem willing to draw a line in the sand and are willing to let players walk if they don't fit the value vs. dollar equation. OTOH I think the Yankees get into bidding wars with themselves. There has been a lot of influence from the way the Patriots run things who, like them or not, like to fit players who may be considered a step below the elite and are often in situations where they want to prove themselves.
And besides, since we're talking about ample-girthed curses, they haven't won since Hillary bolted on the Cubs and donned a Yankee cap in her first campaign.
