Inflation has nothing to do with your theories. Nobody is holding a gun on small businesses to use cheap labor. I can assure you, small or large business or employers will not pay a dollar more than they have to, to get ANY labor under any economic conditions. It wouldn't produce "serious inflation," according to your belief. The market solves ALL economies of scale, always have too.

Nothing's wrong with manageable inflation. The alternative is what we now have, serious deflation. Deflation is much more debilitating to our economy. It's been as much a disaster as Carter's disasterous +21% per annum inflation.
