The brief whirring noise you hear is probably the pump. Have you drained the tank and removed the strainer?

Have you removed the fuel line at the distributor (remember the 3/8" line fuel flow test I mentioned earlier?)? Don't jump over the test procedure steps or you will just be shooting in the dark.
