That's what I did. Replace the under light panels with ones without the holes. Who really need headlight wipers anyway? Kinda cool and unusual, but there is something to be said about the cleaner look sans wipers, especially if you clean up the look by installing euros. Be advised that the replacement panels only come primed and will have to be painted to match the color of your car.
