My 1996 E300D (W210, OM606NA) does not have anything like that on either side of the engine bay; I looked through both "doors" in the frontmost belly pan (access to change foglamp bulbs).
I thought the OM606 used an oil-to-coolant "oil cooler" but maybe it was changed for 1997 or maybe there is some requirement in RHD cars that necessitates the cooler you have.
