The compressor will only cycle if the evaporator starts to freeze. It normally won't do that because the control valve will destroke the compressor if the demand is low. (There is not a cycling switch in the low-side line.)

Your system is probably low on refrigerant. Or very high, as overpressure will stop the compressor.

That's why I say that it is important to know why it is cycling.
