You're on the right path. When the engine is set at 24° BTDC, the IP is rotated very slowly toward the engine, while maintaining pressure in the system via the primer, and the point where the flow stops (goes to 1 drop per second) is the point where you tighten the IP to the block.
You're passing right though the desired timing point because you're moving the IP too quickly through it.
