I see your problem -- your fan is exceptionally mean!
I installed a SPAL 30101516 fan and SPAL PWM controller. I doubt many electric fans will pull as much air as a stock fan at 2000 RPM, but they'll definitely pull more at zero MPH and idle. Note that you don't need to buy the fan mount kit, as it already comes with one.
