The 91 300E's have the same HP as the earlier ones. The horsepower gain on 300E's came on the 93 300E model year, which had the 3.2 liter M104 engine.

I don't know exactly when the first gear start appeared, but I believe it was in the fall of 1991 for 1992 models.

FWIW, I think in 1990 the 300CE's got more horsepower with an early 3.0 liter 24 valve version of the M104 engine.
