Just a wild guess here, but one of the bows has a tendency to start folding the wrong way and won't allow the top to fold back. If you simply help it to start the other way it works fine. I believe that's the intention of having the elastic to start it correctly, but it fails over time.
Then again that may not be what you're asking about in which case, never mind...
