One of the quirks of many/most people today is that they judge everything by their lifetime. Popculture leans itself to this sort of thinking--Greatest Singer of all time/ Greatest Actor of all time--etc. I reality what they really mean is the best/ worst/ in my lifetime.
There have been some pretty poor Presidents in our country's history.
