So, are you saying the low fan is always on , regarldess of ac on, or are you saying it comes on when the high side pessure gets up and does not go off when comp stops.

Try to be clear.
And do you have gauge readings.

If the fan stays on, pull the connector off the high side sw ans see if it stops that eliminates stuck relay contacts as a possible..
