UPDATE>

I rotated the pin nearly back to the position it was in before I made the adjustments... it's holding better vacuum, but it still drops quickly. I suspect after I repair the cap (it's cracked) the modulator should hold full vacuum once again...

Moral: if you back out your T too much, you will loose ALL vacuum.
