If it's essentially road-ready just go to the DMV with the title, bill of sale and insurance card and they'll either give you a temporary plate (I believe it's a 10-day plate which allows you to drive it to get it road-ready and to the inspection station) or issue you a plate on the spot if the vehicle is currently registered in CT (to the PO). With budget contraints more likely the latter. They issued a plate immediately for my TD without ever setting eyes on it because it had a current registration. And you've seen it first-hand.
