How Do You Tighten Sepentine Belt - 190E

I replace the serpentine belt on our 4 cylinder 190E and now I cannot get the new one tight. Is there a bolt that I must first loosen?

There is the "little chimney" on the driver's front side of the engine that loosens and tightens with a 13 mm wrench but it has no effect on the belt's tension. I suspect that this chimney bolt is supposed to tighten the belt and that another "unknown to me" nut must first be loosened.

Can anyone point me in the right direction? What is the procedure for tightening the belt?
