Think of the money wasted on seatbelt enforcement, how about all of those signs and commericals, click it or ticket.
That should be a personal decision, If I choose to be launched though the windshield in an accident that is MY decision.

Therein lies the issue. Do they have the right to tell you that? Do your parents have the right to insist that you, a grown man, be home by midnight? The answer is "Yes" and "No". My parents have no right to tell me that because I don't lean on them financially. They tell me what they think is right but I can do what I want. OTOH, and here is where it gets interesting, IF I were to move back to the parents house, they can say "My house, my rules. Live within them or take a hike.". As to the govt, they can say that since you might be leaning on them for public assistance if you cannot pay, they tell you what to do. Much like Dad and Mom if you move in with them.
Read what you posted. Where do you think the money comes from besides your tickets? In spite of that, they are still making money.
That is the problem. Because the laws are set up so the hospital cannot toss you out if you cannot pay, you could be running on taxpayer's dimes. That means it is no longer your decision.
