The problem is the same as the OP's. The ACC blower runs on low speed only. Pushing hi-speed blower button does not change the blower speed. The blower is always on low.

Is R15 and F15 the same thing?

I was testing F15 on the firewall side of the fuse and ground.

I put a test lamp on the same spot with key on and blower running....no light....jiggled key=no help.

I started the car and got a light temporarily (a few seconds), and then nothing. Didn't attempt to change blower speed when I got the light.
