No, R15 is a serial resistor for dropping current to the auxiliary fan(s) in front of the A/C condenser. What you want is F15, the fusible link in the blower circuit. The test for F15 is to confirm voltage at each end of the fuse. If NO voltage at the leading edge, there's a problem in the upstream circuit; if NO at the trailing edge, the fuse link is broken and needs to be replaced.
