It is most likely the regulator but you can test the blower by applying 6V directly to the terminals. If it turns then it is the regulator at fault. Even if the motor turns with 6V applied make sure it spins freely without much resistance or it may burn out a new regulator.
Blower and regulator are located behind the panel at the passenger footwell. There are lots of articles on your options to replace them so do a search. The short answer is that due to a redesign of the regulator you would have to replace both the blower and regulator now if you wanted to follow the "mercedes" guidelines. If you want to save money and only need a regulator then buy one for the W140 chassis and extend its leads and install it.
