350SDL Fuel leak

I have a persistant fuel leak at the fuel strainer on my tank. I'm starting to wonder what the best way to get this thing to seal might be. I might over torque the strainer to see if it will squeeze the seal to stop it. I may also blow out the metal fuel line to see if there might be something in the line even though fuel seems to flow.

There might even be a small tear or hole in the tank right by the strainer for all I know. The PO had no gasket in the old strainer and had tightened it so toght to try and stop the leak (with no gasket) that I had to use a 3 ft. bar on the end of my ratchet to get it loose. Maybe that damaged something.

Anyone have any other ideas? Other than a new tank...
