Here's the procedure:

  1. Remove floor mat
  2. Remove screws (I think there are two on the upper part of the lower panel and a clip at the bottom under the pedals). Take out the two screws under the parking brake.
  3. Remove hood release handle (open handle and remove the cable, I believe there's a screw that holds it on)
  4. Remove the headlight knob (it pulls off)
  5. Using a 24mm socket, remove the nut and carefully pull back the trim. There are going to be some electrical connectors to take off.
  6. Remove trim on that side, it should slide to the left
  7. Take off the trim around the ignition lock, gently pry from the bottom edge seam, just beneath the lock cylinder
  8. Remove the screw by the ignition lock, and the two on the left side of the steering wheel.
  9. When the panel comes down, disconnect the cable at the parking brake (it's a little bit of a pain to get on, so note how it comes apart) and take the handle off.

For installation, there are a couple quick things to note
  1. Do the parking brake handle first
  2. Make sure that the cover is slipped into the 'lateral clamp'. I never had a problem with this, it just went back on the way it came out.
  3. Reverse of removal from here on.
There's a note for vacuum lines on the switch for the 'beam range regulator'. There should be a color mark on the switch if you have it. I didn't.

I have a couple pictures if you need it, mainly of the parking brake and the hood release.
