It sounds like your window seals are the source of the wind noise. The windows shouldn't "slap around" when you shut the doors. My guess is that the window seals were modified when the tinting was done. I've read where the tinting film makes window operation balky so the previous owner or the installer may have trimmed the window seals creating a looser fit which results in wind noise.
