While I don't necessarily agree with the program, destroying the engines is a MUST... since one of the goals of the program was to remove gas guzzling vehicles off the road. If they weren't destroyed, what would stop individuals from reusing those engines (defeating the purpose stated above).

However, I'm seeing a lot of nice vehicles being scrapped which is sad.
