I'm pretty sure that the ALDA is dual-purpose; acts as an altitude compensation device to prevent the black-clouds at altitude that you could otherwise produce.
At 11,000' you only have 2/3 of the air at sea-level, and can only burn 2/3 of the fuel. Once boost builds, you're fine, but the lag will be greater at altitude. Eliminating the engine's ability to limit the off-boost fuel will almost certainly result in overfueling at launch.
