There will be many many opinions on this but IMHO I never really liked the idea of just throwing shingles on top of shingles. I think you plan sounds like the best idea. Another good reason to rip of the old is so that you can install roof vents, that will help your singles last longer. And if you take off the old you can see what condition your underlayment is in.
