Actually, it works the other way around. As a buyer, you want to pre-qualify the seller to be certain they can afford to properly maintain the car. I've been looking at 211 E55 cars and am surprised at the number that have the cheapest available tires installed - Falken or some such. Either they can't afford better, or are such non-car-guys they don't care. Not encouraging either way.
