1. troops dont keep weapons at ready when in garrison
2. MPs are not always trained for such situations
3. Ft Hood & Killen has a mutual support agreement. Killen PD has a SWAT team and reacted most likely quicker than you could believe. The last thing needed was a group of troops handling this situation. No shame. just not what they are trained for. If the security breech was a small unit tactic, ie an Islamic terror group, a reaction force of MPs supported by infantry would have handled this....SWAT is not trained for that.
