Not really...that's why I have a few of the older 10T-Only switch-hubs laying around...I plug the "idiot's" RJ45 into that, then I stick the unit out on the far end of the system...usually on the hub that has the "news" service on it...from about 1400-1700, the "news" has priority-upload status for that branch...everyone gets what's left of bandwidth...after a week of that, then I switch 'em back to the general population.

Keeps the "griping" down to a minimum...
